Can you submit a Visa Application without a Passport?
You definitely need a passport to get a visa grant, as the grant is electronically tied to the passport number.
For the initial application itself, many documents can be supplied (days, weeks or months), after the application is made, and that includes the image of the passport and its pages. (Australian Immigration do not need the physical passport, just an image of the relevant pages.)
From that, it would seem that you can apply without having the passport at hand.
However, the online application asks for the passport number during the process.
It is highly feasible that the application will not go further than that section, until the passport number is entered.
For those who have only recently applied for a passport, it would appear that waiting for it to arrive might be best.
