With the subclass 300, Prospective Marriage visa (PMV),  it can be seen that a lot of these finalisations were refusals or withdrawals during Q4 of 2019/20 (the three months April to June 2020 during COVID-19).

Quarter 1 had 320 refusals or withdrawals.
Quarter 2 had 290 refusals or withdrawals.
Quarter 3 had 307 refusals or withdrawals.
Quarter 4 had 180 refusals or withdrawals.

In reality though, as the above shows, there were fewer refusals/withdrawals than in the earlier quarters. This appears to show that processing of the PMV 300’s was continuing, but probably with the grants being held back, presumably until the Australia borders are again open for general entry.
