During the current International travel ban in Australia, some visa holders are still allowed to enter, although some need to apply for an travel ban exemption first.

Partner visa holders (subclasses 100, 309, 801, 820) and Child visa holder (subclasses 101, 102, 445) can come to Australia, without the need to request the exemption.

Prospective Marriage Visa holders (subclass 300) need to apply for the travel ban exemption. (It appears that those with substantial relationships have a better chance of a grant than those with just a short relationship)

Student and visitor visa holders, married to Australian citizens or residents, can apply for the travel ban exemption within the family status.

All people entering Australia will be required to quarantine at a government-designated accommodation for 14 days after they arrive.

Exemptions must be applied for, and granted, prior to these travellers boarding a flight to Australia. Airport staff will need to see that you have the exemption.

Those wishing to enter Australia, and who have a compassionate or compelling reason to travel to Australia, need to apply using this online immi.homeaffairs.gov.au/…/covid19-enquiry-form

The Australian IMMI account page states:

If you have already submitted a request for a travel exemption, you do not need to submit another request unless your situation has changed significantly.

All requests should be submitted at least two weeks, but not more than three months, prior to travel.

You should not apply for any visa until checking the latest information.

If you are an immediate family member of either an Australian citizen or permanent resident, you may be eligible to apply for a Visitor Visa (Subclass 600).
